The Linnaean Society’s investigation was ambitious for its time. Members distributed questionnaires, gathered depositions, and attempted to evaluate testimony systematically. Their final report concluded that a large unknown marine animal had indeed been seen near Cape Ann. The problem was that the supposed species lacked the evidence normally required for zoological classification. No complete body was recovered. No skeleton, preserved tissue, or anatomical specimen existed. The situation became even more problematic when a small snake-like specimen found on a beach was interpreted as a juvenile sea serpent. The society treated this animal as supporting evidence that the larger creature represented a genuine species. This reversal exposed a central weakness in the investigation. The classification had been built upon assumptions connecting several uncertain observations:
- Witnesses had seen the same animal.
- The animal represented a biological species rather than a misidentification.
- The beach specimen was related to the reported sea serpent.
- The combined evidence justified formal taxonomic naming.

A particularly discussed explanation comes from investigator Joe Nickell, who argued that some reports fit sightings of narwhals. Several witnesses mentioned a projection or horn-like feature near the head, a detail difficult to reconcile with a giant serpent but consistent with a narwhal’s tusk. Other suggestions have included groups of marine mammals travelling in line, large fish, or combinations of ordinary animals observed under unusual lighting and sea conditions. At the same time, the evidence falls far short of demonstrating a new species.
